Pennsylvania Arbitrator Thomas G. McConnell Jr. ruled in favor of a grievance filed by the Tunkhannock Area Education Association against Tunkhannock Area School District on May 24.
The grievance hearing between the two parties was heard on November 19, 2012.
The arbitrator has ordered the district to offer immediate reinstatement to all suspended employees at issue; to make these employees whole for any loss of pay and benefits.
In June 2012, the school district furloughed 32 teachers in which the union immediately filed a grievance stating the suspensions were violating a “Memorandum of Understanding-MOU” signed by both parties in 2011-2012.
The agreement assured the union in exchange for a pay freeze by teachers that there would be no layoffs until a successor contract agreement was worked out.
“We are pleased that the state arbitrator agreed with the union’s position,” said Sheila Saidman, PSEA Representative.
Faculty on the furloughed list included: Amanda Golden, Beth Saylor, Kim Thomas, Amy Fernandez, Rachel Dana, Curt Pickett, Kristen Kovalchick, Sandra Humenansky,, Jackie Layaou, Victoria Borel, Wendy Mickle, Sue Allen, Kristen Baxter, Jeremy Kemmerer, Melissa Michalowski, Kristen Raymond, Melissa Sherman, Lauren Colbenson, Summer Schoenberg, Krista Truesdale, Jason Prokopchak, and Gretchen Wydeen.
Learning support teachers included Mary Premo, Byron Allis, Kristy Buchman, Amie Werts, Savanna Combs, and Angela Newman.
Title I teachers included Amy Baylor, Michelle Hetzel, Melissa Erdmann and Maria Brady.
